How can i use a sim card and build a call forby my laptop,next to out using a cellphone?

Your not really clear as to what you are looking to do. If you want to make a send for from your computer look into SKYPE.com. You can IM, video chat, and make call to regular and cell phones right from your computer. It is free if you want to video chat and IM but if you want to call an outside phone it is terribly, very cheap. Less expensive than any other calling plan.
